The successful candidate will have demonstrated experience managing a short-term working capital portfolio, understand the portfolio objectives, and make recommendations to ensure the proper balance between capital preservation, liquidity needs, and yield. The successful candidate will also have demonstrated experience with short-term debt markets, including how it interacts with long-term debt. The successful candidate will have demonstrated experience with banking rules and regulations, preparing an RFP, as well as the various banking and cash management services and products provided by commercial banks. The successful candidate will have experience preparing and monitoring an annual cash budget, monthly cash flow statements, monthly cash flow variance reports, and investment management and accounting reports. The successful candidate will have experience evaluating the performance of investment managers and commercial paper dealers, and be able to report the results of those findings to senior management. This position manages the work of two professionals: investment manager and banking analyst.
EXAMPLES OF DUTIES:
- Work with the Debt Manager and others to monitor spend-down of the County’s commercial paper program and general obligation bond funded capital expenditures.
- Attend Quarterly Investment Committee meetings and provide advice and recommendations relative to the active management of the working capital portfolio.
- Manage banking relationships, consult with other county agencies regarding new payment options (including check and credit card), and overseeing new RFP for the County’s primary bank.
MINIMUM QUALIFICATIONS:
Experience: Five (5) years of progressively responsible professional experience in managing a working capital investment portfolio to include managing a commercial paper program.
Education: Graduation from an accredited college or university with a Bachelor’s Degree.
Equivalency: An equivalent combination of education and experience may be substituted.
