Position Title: Information Technology Operations Manager
Search # A1300231The University of Illinois Counseling Center is accepting applications for the position of Information Technology (IT) Operations Manager. The successful candidate will join an energetic, diverse team of over 50 staff including clinicians, doctoral interns, professional staff, administrative staff as well as graduate assistants, undergraduate paraprofessionals, and practicum trainees. The University of Illinois Counseling Center’s mission is to provide culturally competent services to a diverse clientele presenting with a wide range of
psychological, educational, social, and developmental concerns. The Counseling Center is also an APA approved doctoral internship site.Primary Function
The successful candidate will have solid experience and expertise in managing the daily operations of a networked system in a highly secure environment. The essential function of the position is to manage all network systems and servers which support all sub areas of the Counseling Center including clinical services, outreach and prevention services, training services, and educational program initiatives. The Counseling Center places a high emphasis on providing culturally competent and innovative services to a diverse student population. The incumbent will help support the multi-faceted mission of the Counseling Center by enhancing its technological infrastructure. The person in this role will be responsible for implementation and coordination of all aspects relating to planning, directing and managing a comprehensive, reliable network environment to support the needs of unit.Job Duties and Responsibilities
• Provide management of the network servers that
support the Counseling Center clinical records system, workstations, website,
online prevention programs, and our accredited training programs.
• Serve as the technical officer of the department, providing guidance to management on overall technology operations.
• Provide leadership in network security consistent with the state and federal confidentiality requirements of mental health records.
• Ensure integrity, security, and backup of technical systems.
• Provide maintenance, installation, and other services for staff and client stationary and mobile workstation use.
• Provide training to professional staff on the comprehensive and efficient use of technical equipment and software.
• Provide recommendations on hardware and software purchases and manage the Counseling Center’s technology budget.
• Structure a cohesive and organized information technology program and work cooperatively with unit staff to implement new programs, respond to issues, and coordinate installations.
• Maintain and enhance education and current knowledge of developments in the area of technology for incorporation into future systems.
• Provide management and oversight of departmental audio-visual equipment including audio systems, projectors, etc.
• Identify the long-term direction for the department in a cost effective and timely manner.
• Provide implementation and support of electronic media formats, including web services.
• Coordinate among the University of Illinois system level data providers (CITES) to ensure availability of data required for the needs of unit.
• Research and build a comprehensive and overall knowledge and awareness of the general direction of the technical industry and of technical trends and services developments at the University of Illinois.
• Participate in the development of programs, departmental objectives, and long-range planning as it relates to information technology.
• Enforce and maintain unit and university policies and procedures as they pertain to usage of the IT infrastructure, including telecommunications.
• Serve on unit and/or university committees as assigned.
• Other duties as assigned.

Education
Bachelor’s degree in Computer Science, Computer Science Engineering, Computer Technology, or related field required.

Experience
• Three years of relevant experience within the field of Information Technology.
• Managerial and supervisory experience preferred.
• Technically skilled with most, if not all, of the following concepts: RAID, server virtualization, desktop virtualization, networking (OSI Model), IT security, OS imaging, Active Directory, GPOs, and MS Office.
• Understands common network services like DNS, DHCP, VoIP, and VPNs; server solutions such as Apache, MS IIS, and Hyper-V (formerly known as Windows Server Virtualization).
• Computing hardware aptitude.

Knowledge Requirements
• Knowledge of scripting (e.g., batch and PowerShell or VBscript) and programming in at least one language.
• Basic knowledge of network concepts like routing, switching, or wireless technologies.
• Basic knowledge of security concepts like access control, authentication/authorization.
• Comprehensive and detailed knowledge of computer-based applications and information technology.
• Strong written and verbal skills and an ability to establish and maintain effective working relationships with other employees, faculty, staff, students, and community patrons.
• Proficient knowledge of university technological systems preferred.
• Ability to determine the needs of the Information Technology Department and make sound field judgments to ensure that a reasonable level of safety is achieved.
• Ability to manage multiple priorities and meet project review deadlines.
• Strong commitment to diversity and developing a comprehensive understanding of the needs of diverse student and user groups.

Starting Date
July 29, 2013 or mutually acceptable date.

Appointment Terms
12 months with 24 vacation days; full time regular position.

Salary
Salary commensurate with qualifications and years of experience and includes an excellent benefits package.
